Linet Odera is the Chief Officer for Public Sector & Inclusive Solutions at ZEP-RE, bringing nearly 20 years of experience at the intersection of insurance and development. With a career rooted in purpose, Linet is driven by a deep belief in the power of risk transfer to foster financial resilience and inclusive growth across Africa.

Her expertise spans technical underwriting, operations, reinsurance, and business development, alongside a strong track record in leading strategic partnerships and innovation. Prior to joining ZEP-RE, Linet served in a regional leadership role at the UNDP’s Insurance and Risk Finance Facility (IRFF), where she spearheaded climate and disaster risk financing (CDRFI) efforts across the continent. Her work has helped governments, institutions, and communities build preparedness for increasingly complex climate and economic shocks.

At ZEP-RE, Linet leads the expansion of inclusive insurance and sovereign risk solutions, supporting public sector clients and vulnerable populations to access sustainable financial protection. Her mandate reflects the company’s commitment to shaping resilient systems that safeguard development gains and strengthen response capacity in times of crisis.
