Jean brings a rare blend of financial rigor and people insight honed across some of Africa’s most dynamic organizations. As Director of Operations for Dalberg Advisors’ Africa Region, she fused finance strategy with operational excellence, strengthening revenue controls while revolutionizing talent systems through competency frameworks and advanced analytics. At Financial Sector Deepening Uganda, she drove strategic transformation as Chief Operations Officer, building robust finance, risk, and HR functions that positioned the organization for sustainable impact. Earlier, as Head of Operations at Uganda’s National Social Security Fund, she led a comprehensive operational overhaul that elevated performance and pioneered digital collections with government partners.

A Chartered Accountant and Balanced Scorecard Master Professional, Jean combines quantitative precision with strategic vision. Her credentials span a BSc in Quantitative Economics from Makerere University, an MBA from Heriot-Watt University’s Edinburgh Business School, an Advanced Executive Certificate in Technology Leadership from MIT, executive programs from Gordon Institute of Business Science and Strathmore Business School, a foundation that informs her belief that exceptional organizations are built on the intersection of strategy, systems, and people.
