Consultant – Software Developer

Introduction:

ZEP-RE (PTA Reinsurance Company) is an institution of the Common Market for Eastern and Southern Africa (COMESA). Established in 1990 under the Preferential Trade Area, a precursor to COMESA, the Company’s mandate is to develop the insurance and reinsurance industries and support capacity building in the region. ZEP-RE is headquartered in Nairobi, Kenya, with regional hubs in Zimbabwe and Côte d’Ivoire, and country offices in Uganda, Zambia, Ethiopia, Sudan, Rwanda, and the Democratic Republic of Congo. To support its digital transformation agenda, ZEP-RE seeks to engage a qualified Software Developer Consultant for a period of twelve (10) months. This engagement is renewable based on the performance of the consultant and the status of the project.

Objectives of the Assignment:

The Consultant will provide technical expertise in the design, development, testing, and deployment of software solutions that align with the organization’s business needs. The role will ensure ICT systems are efficient, secure, and scalable, while supporting automation and integration of core processes.

Scope of Work / Key Responsibilities:

The Consultant will be expected to: 1. Analyze user requirements and translate them into functional software applications. 2. Design, develop, test, and deploy high-quality software solutions. 3. Provide technical guidance on ICT systems and digital tools. 4. Customize and maintain existing applications to enhance functionality. 5. Collaborate with cross-functional teams to ensure alignment of ICT solutions with business needs. 6. Ensure compliance of software applications with ICT security, privacy, and organizational standards. 7. Prepare technical documentation, user manuals, and progress reports. 8. Train staff and provide technical support during and after deployment.

Key Deliverables / Performance Indicators:

• Timely delivery of high-quality, fully functional software solutions.
• User satisfaction levels with deployed applications and systems.
• Percentage reduction in system downtime and technical errors.
• Compliance with ICT standards, security protocols, and data privacy regulations.
• Efficiency gains achieved through automation and improved software tools.
• Successful integration of ICT systems with existing business processes.

Minimum Requirements:

• Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or related field (Master’s degree is an added advantage).
• Minimum 5 years’ experience in software development or ICT consulting.
• Proven track record of delivering end-to-end software solutions.
• Experience in system integration and digital transformation projects.
• Demonstrated knowledge of ICT security best practices.
• Previous experience in a consulting or advisory role is desirable.

Core Competencies

Relationships and working contacts

The Consultant will report to the Manager, Business Systems and will work closely with the Technology, Innovation, and Digitization Team. The consultant shall adhere to the client’s work hours (minimum 0730 – 1600).
