ZEP-RE (PTA Reinsurance Company) is a specialized institution of the Common Market for Eastern and Southern Africa (COMESA) established to service and develop the insurance and reinsurance industry within the Region. We are seeking a high calibre and results-oriented professional to create growth, capacity, and competitive advantage in our business in the capacity of Head of Legal and Regulatory Affairs. Duty station will be Nairobi, Kenya.

 The role

Reporting to the CEO / Managing Director, the Head Of Legal And Regulatory Affairs will be responsible for providing strategic legal guidance to the CEO / Managing Director and all departments of ZEP-RE to effectively manage legal risks, focused on Stakeholder Management. Duties will include, but not limited to, the following: -

  • Engaging/ lobbying Governments, Regulatory bodies and Industry associations on pertinent issues relating to the industry.
  • Engaging Regulatory authorities and public agencies in Member countries on issues of localization and creation of local capacity.
  • Ensuring that Zep-Re has local recognition in all COMESA member countries including signing the charter and implementing the 10% Compulsory cessions and equity participation by governments or public bodies (e.g. Pension Funds).
  • Negotiating Host Agreements including privileges and immunities with Member countries. 
  • Ensuring compliance with all Regulations in non-member countries. 
  • Negotiating and managing term sheets and partnerships with international partners.
  • Keeping abreast and participating in insurance laws and Regulation reviews at national and regional levels (COMESA, EAC, IGAD).
  • Managing external legal consultants.
  • Giving legal advice to internal departments as and when it is required.
  • Providing legal advice to the CEO on various issues on a regular basis.
  • Any other duties as may be allocated from time to time.

The person

The preferred candidate should have: -

- A Master of Laws from a recognized University.
- LLB (Hons) Degree from a recognized University;
- Post Graduate Diploma in Legal Practice;
- Demonstrated Regional Insurance Management Experience;
- Computer fluency in MS Office suite plus other Insurance/ Reinsurance packages;
- At least 10 years’ Managerial Experience in a legal environment;
- Demonstrated participation of Board operations in reputable institutions of at least 3 years;
- Excellent communication and Legal skills;
- Be a team player;
- Value excellency and first-class service provision;
- Be of high professionalism and integrity.

YOUNG PROFESSIONALS PROGRAM (YPP) IN THE COMESA SUB-REGION

  1. 1.BACKGROUND

ZEP-RE (PTA Reinsurance Company) is an institution of the Common Market for Eastern and Southern Africa (COMESA), established by an Agreement signed by Heads of States and Governments on 23rd November, 1990 in Mbabane, Swaziland.

ZEP-RE was officially launched on 1st September 1992 with its headquarters in Nairobi, Kenya and commenced reinsurance business on 1st January 1993. The Company operates a Retakaful Window in Khartoum, Sudan; country offices in Douala- Cameroon, Lusaka-Zambia; Regional business hub offices in Abidjan – Cote D’Ivoire for the Western Africa business hub and Harare-Zimbabwe for the Southern Africa business hub.

  1. (a)Objectives

The core objectives of the Company are: -

  • To foster the development of the insurance and reinsurance industry in the COMESA Sub-Region;
  • To promote the growth of national, sub-regional and regional underwriting and retention capacity; and
  • To support sub-regional economic development.
  1. (b)Rationale for the Young Professional Program (YPP)
  • In realization of its core development goals, ZEP-RE intends to roll out a young professionals’ program (YPP) that will target top performing young university graduates in the fields of Actuarial Science, Engineering and Finance & Accounting;
  • Provide a vehicle for the selected professional young graduates to develop their careers further thereby contributing to the capacity building initiatives of African economies;
  • To create a pool of highly trained and experienced young professionals that can be called upon as and when the Company requires professional service;
  1. 2.Training and capacity building

In line with the founding goals of the Company, ZEP-RE is required to facilitate the training of insurance and reinsurance industry personnel in the region and provide technical assistance to the insurance and reinsurance institutions of the region. The Company has in place a training department that on average undertakes about twelve training workshops in the region. The training focuses on improving insurance and reinsurance practice and building the technical capacity in the region.

It is however ZEP-RE’s vision to be a trainer of choice and to expand its training programmes to reach as many industry personnel as possible. To this end the Company intends to work towards creating a center of excellence and continuously attending to the challenges facing the region by developing relevant training regimes to address the shortfalls identified. The Company intends to also broaden its reach in the region by expanding the number of countries and frequency of courses from the current 12 courses annually mainly in the COMESA region to an average of about 40 workshops spread all over Africa.

The YPP program will therefore be a strategic resource base for the Company to tap from in order to achieve the training needs and expectations of the region’s insurance industry.

  1. 3.Application of the YPP
  • As a strategic talent pipeline for the professional career in ZEP-RE, the YPP is designed for outstanding young graduates who can significantly help the Company to carry out its mission and attain its objectives. The program will enable each Young Professional (YP) to receive extensive exposure and experience of the Company’s various activities through job rotations in different departments.
  • Selected YPs will spend twelve months at the Company’s office in the country where the program is applicable, with a possibility of being deployed in other countries where the company has offices.
  • YPs will benefit from a coaching/career counselling arrangement and a wide range of relevant training and developmental opportunities.
  • ZEP-RE will meet all living expenses for the YPs and also pay them a subsistence allowance for the duration of their program.

  • Underwrite treaty and facultative Oil and Gas reinsurance business;
  • Carry out Risk and Loss prevention surveys in both downstream and upstream Oil and Energy
  • Carry out company training initiatives for staff and clients;
  • Carry out periodic market research and analysis;
  • Grow the company brand and market share;
  • Perform any other duties as will be assigned from time to time

 

The person

The preferred candidate should have: -

  • A relevant degree from a recognized University. Insurance, Actuarial Science, Commerce and Engineering fields will be most preferred;
  • Relevant insurance professional qualifications – CII preferred;
  • Computer fluency in MS Office suite plus other Insurance/ Reinsurance packages;
  • At least 7 years’ underwriting experience in an insurance/reinsurance company in Oil and Gas;
  • Excellent communication and interpersonal skills;
  • Be a team player;
